Amid the trepidations of growing propinquity between the two so-called rogue states, viz. N. Korea and Iran there are hopes of former to retreat to its February 13 accord that hopefully will solve many prevalent problems between Europe and US with S. Korean nuclear negotiator, Chun Yung-Woo, leaving to held talks with his US counterpart.

There is a growing rift between Russia and US on the Missile Defense Initiation (MDI) that US want to deploy in Europe as a strategic effort to avoid any offensive from Iran. N. Korea agreed on February 13 to eschew its clandestine nuclear program in return of economic appraisals i.e. US $ 25 million and other material aids.

N. Korea reiterated its commitment to February 13 accord and is ready to call in IAEA experts but is reluctant to dismantle its Pyongyang based nuclear reactor until and unless $25 million will not be unfrozen from Macau bank.

There are some positive indications of cordial relations between South and N. Koreas as the South Korean envoy is to discuss the nuclear relations of the two hostile nations. US should go ahead and release the funds and try to put checks on N. Korean activities to prevent the proliferation to other states, (indication here is to Iran). Proliferation will definitely trigger the mad arms race creating turmoil in the Middle-East because Iran will have dominance in the region and its rivals can face nuclear blackmailing.

On the other hand, by encapsulating N. Korean activities, US effort to install MDI in Europe will loose its vigor because US has already got the protections in Alaska and California for N. Korean offensive. If efforts to stem N. Korean nuclear program and ban on proliferation is successfully implemented it would turn out to be a corner stone to ease tension between US and Russia that are falling apart on the security issue.
